Overall I thought that your vlog series was excellent. Kudos for a great job. However, with this one I feel that a few statements were a bit off the mark.
First, there was a notice of inquiry in 2010: http://fjallfoss.fcc.gov/ecfs/comment/view?id=6015662215
TDI and NAD have as far as I know, been quite busy talking to the FCC about their concerns regarding per-user compensation (there are a lot of exparte submissions from them in the FCC proceedings).

The people at the FCC who are responsible for the VRS proceedings have been some of our strongest advocates on a variety of issues within the FCC, so labeling them as caring only about the money might be a bit unfair. I am as concerned as you about the proposed changes to the VRS funding model, and I think the FCC still needs to do a better job at making the proceedings accessible to every stakeholder. However, I don’t think that name-calling is warranted here.

Thank you. I’m very glad you pointed NOI in 2010. It has been two years since NOI was posted. I believe it is intended for previous orders by FCC over 2 1/2 years ago. I’m not sure if they did anything with 2011/2012 NOI. But, thank you for pointing this out.
Yes, FCC did put up some ASL videos, its more for “FAQ” style rather than explanation of VRS Reform suggestions.
I intend to make one more video after I briefly spoke with someone at FCC office.

Actually, no. The NOI in 2010 covered the issues in this FNPRM. It’s all part of the same proceedings on VRS reform in CG Docket 10-51. One reason it took so long is that after the NOI, the FCC decided that they needed more information on the technical aspects of VRS, especially off-the-shelf technology. So, they decided to follow up with a request for comment on the technology in February 2011, and there also were several rounds of FNRPMs on the compensation and oversight mechanisms since 2010. The current FNPRM is the result of all these past actions.

Off the shelves – allow
Per minute charge for VRS – Yes (not per consumer)
Broadband affordabilty – yes
Continue with certification for VRS to monitor fraud and abuse
